When to Consider Alternatives to Korea

If: TOPIK score below 3

Korea without TOPIK 3+ is difficult for E-7. Consider Japan (N2 path) or Canada (English-based system) as primary targets.

If: Non-EPS country + non-degree background

E-9 is unavailable and E-7 requires a degree. Japan's Specified Skilled Worker (SSW) program is more accessible.

If: IT background + fast PR priority

Japan's Highly Skilled Professional route can deliver permanent residency in 1–3 years. Korea takes 5+.

If: English stronger than Korean

Canada's Express Entry is entirely English-based and among the fastest PR systems globally for skilled workers.

If: Home country has a Korean or Japanese company

Getting hired locally at a Korean/Japanese multinational and requesting a Korea/Japan transfer is often faster than applying from outside.

Highly Skilled Professional (HSP)

Fast PR

Points-based system. 70+ points = 3-year PR. 80+ points = 1-year PR (world's fastest). Key factors: degree, Japanese (JLPT N1/N2), salary, age.

Specified Skilled Worker (SSW)

No Degree

No degree required. 16 eligible industries including manufacturing, food service, construction. JLPT N4 + industry test required.

Technical Intern (→育成就労 ESD, 2027)

Changing

System transitioning to a new framework in 2027. Moving toward more worker-friendly conditions and longer-term pathways.

Korea vs Japan comparison: Korea E-7 → F-5 takes 5+ years. Japan HSP at 80+ points takes 1 year. Japan wins on PR speed for high scorers. Korea wins on language barrier (if TOPIK is already high).

Canada Routes

Express Entry

Best for Most

Points-based federal immigration. Draws happen every 2 weeks. Typical PR timeline: 1.5–2 years from profile submission. No country caps — all nationalities compete equally.

Post-Graduation Work Permit (PGWP)

Study Route

Study at a Canadian institution, then work for up to 3 years. Strong pathway to Express Entry PR. Suitable if you're willing to study in Canada first.

Provincial Nominee Programs (PNP)

Regional

Individual provinces nominate skilled workers in sectors they need. Lower CRS score required in many PNPs.

Key advantage over Korea: Canada uses English (globally accessible), has no nationality quotas in Express Entry, and PR timeline is 1.5–2 years vs Korea's 5+ years on E-7.

The Often-Overlooked Home Country Route

Getting hired at a Korean or Japanese multinational in your home country — then requesting a transfer — is often the most practical path. No visa competition, no TOPIK required at entry, and you build Korea-relevant experience with a salary.

  • Samsung, LG, Hyundai, Lotte, CJ and many other Korean conglomerates have large operations across Southeast Asia and Central Asia
  • Start in a local office, demonstrate performance, and request transfer to the Korean headquarters or a Korea-adjacent role
  • Internal transfers bypass many of the TOPIK and visa requirement hurdles
  • This is particularly viable for Vietnam, Indonesia, Uzbekistan, and Kazakhstan nationals
